On the higher level is an abandoned camp and the gun is sitting on one of the two metal shelves. Right next to it is a break in the elevated highway that you can jetpack jump up to. The easiest way to find the gun, if you have a jetpack (even a vanilla one, I think), is to travel to the Electrical Hobbyist Club.

If anybody knows how to do that, I'd love it if you'd leave a comment. I intended to balance it a bit by requiring multiple fusion cells for each pulse or slowing down the speed of the gun or increasing recoil (or all of the above) but I couldn't figure out how to attach those negative effects to the new legendary weapon mod. It's also pretty good for raining death from above if you have a free-flying jetpack mod. It's really intended for situations where you're badly outnumbered by high-level swarms. The pulse isn't as strong as a grenade or mine, but it's still a little OP if you plan to use it for just regular fighting. The gun fires a standard (but Institute-blue colored) laser that sets off an EM pulse on impact.

This mod adds a unique legendary laser gun to the game, located at the southern end of the top level of the elevated highway near the gunner camp at Mass Pike Interchange. When I downloaded it, it didn't work (assume because an update broke a perfectly good mod or something) and figured I'd take a crack at making my own. I looked for something like that on Nexus and found this:

I wanted something with an area effect and a little more firepower for dealing with them (especially Rust Devil robots) and thought a gun that could shoot EM pulses would be a pretty handy tool. As I've gotten higher in level, and especially with the Automatron roving bands of killer robots, I've noticed that at some point your ability to mod better weapons with higher damage no longer keeps up with the increased difficulty of random encounter swarm spawns.
